As of 2015, approximately 1,545,000 seafarers were employed in international shipping on the ships of the world fleet. During the 1980s, there was a rapid growth in the number of so-called "flag of convenience" states, more ships were taken out of the national flag and more shipowners began to hire cheaper crews, in particular from Asian countries. The International Transport Workers' Federation (ITF) is fighting violations of seafarers' rights on flags of convenience ships. In 1981, the ITF established the ITF Seafarers' Trust, a UK registered charity. Under the Blue Certificate agreements, shipowners paid $174 per person per year to this fund. The Seafarers' Fund paid for the services of ITF port inspectors and allocated separate subsidies to improve the welfare of seafarers. If a ship was not blue certified, it could be boycotted by ITF affiliates operating in the port to prevent it from being loaded, unloaded or serviced until the shipowner accepted the terms of the federation. The Maritime Labor Convention (MLC) was adopted in 2006 and entered into force in August 2013. On August 22, 2013, the world's first detention of a vessel under the provisions of this convention, the Hydra Warrior was detained by Transport Canada Port State Inspectorate in Sept-Iles for non-payment of wages, illegal employment contracts and violations of the safety management system certificate. In total, in 2013, 160 ships were detained for various violations of the rights of seafarers (wage arrears, incorrect accrual of funds to crew members, inconsistency of reports on seafarers' rest hours with the STCW convention, lack of employment contracts or their incorrect completion) 160 vessels were detained.
